The pace bowler has secured 309 wickets in 71 appearances with an average of 22.10.
Australia's chief selector Bailey has confirmed that skipper Cummins will be a central figure in the upcoming England-Australia contest.
Speculation had been growing that Cummins might be unavailable due to a persistent back stress problem that had not yet healed.
Initial reports from team management suggested no official announcement had been made regarding his involvement, with the Test matches scheduled to begin on the 21st of November in the WACA.
Bailey expressed that his recovery is on track and was "optimistic" about his chances of being involved.
"It's clear that time is getting short and multiple considerations around that, not only his injury, but further aspects," he commented.
"It's positive. There's strong faith that he's going to play a major part. With luck from the opening match. Should that not happen, we'll adjust."
Injury History
Cummins was ruled out Australia's limited-overs series against India and New Zealand in the previous weeks after medical tests showed a lower back issue.
Previous incidents include of recurring issues, with setbacks in multiple past seasons forcing him out of multiple domestic campaigns in four years.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to ensure his availability for the series.
Bailey noted that there was no confirmation if he had started his bowling workouts as part of his recovery but admitted it was "getting tight" for him to recover fully for the opener.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their limited-overs matches against the Asian giants as a safety move because of discomfort in his torso.
The selector characterized it as a "minor" injury and stated that Green will play in the domestic first-class competition, so will be "in a good place to resume bowling."
"Extensive planning has gone into developing the strategy for him to participate for the opening match as an dual-role player," the selector detailed.
"His involvement was limited to the first two ODIs in any case. His aggressive style the cricket bat in white-ball cricket, even if it just sets him back for 24 more hours, we opted to take a cautious route."
